Download and unzip package Header.zip. Flash Header with XML Navigation is distributed as a Adobe Dreamweaver CS3, 8, MX extension, packed as a file named Header.mxp. To install it, you just need to execute that file or use the Adobe Extension Manager. Once installed, the extension Header with XML Navigation can be accessed - after restarting Dreamweaver - through the menu option "Insert -> Media -> Header" or in the Insert Bar.
